Licences issued by a non-JAA State be converted to an equivalent JAR licence?

Could anyone provide information on obtaining a JAA licence issued on the basis of a FAA ATPL or Canadian ATPL. Is there an expedited process that could be facilitated in receiving a licence from any of the 36 member countries?
