Why are FMC/FMS etc keyboard letters in an ABC format, rather than QWERTY?

Square keypad layout vs wide traditional keyboard? Only designed to be used with one hand/finger?
There are plenty of alphanumeric devices that don't use the QWERTY format.

I suppose that makes sense. It's no different from why phones have '1' in the top left, and calculators have '1' in the bottom left.
It still makes it bl**dy difficult to programme in a hurry.
