Most of the African upper airspace is classified as a class G. So you don't need a clearance to enter such airspace. In addition to normal ATS reporting procedures there is an In Flight Broadcast Procedure (IFBP) on 126.9. Let see you're flying along over Algeria southbound on awy UM608 at fl 350. This was also the last report to Alger on VHF. Alger request you to report next wpt at fl 350. Now you have reached that wpt and you wish to climb to fl 390 but no way to get in touch with Alger on VHF/HF not either with Niamey or any other traffic for relay to the respective ATS. The IFBP has been done on 126.9. Your flightplan filed at London show in the case route: N0480/F350 - BAY UM608 TYE.
Question: can you climb?
