JAR CPL Requirements

Hi there,
I have a Spainish student here in New Zealand who is planning to return to Spain and do his ATPL subjects, 25 hours and CPL issue flight test.
My question is, does he actually need a NZ CPL to have the 200 hours done here count toward a JAR CPL.

Looking at you hours ,if you have 200hrs ,all that you would need to do is take the 14 jaa atpl exams and a flight test...
