Reference the ILS Rwy 11 to JA Pengel Intl, 11-1. If you're flying inbound on the ZY 324 radial and are cleared for the approach outside the D 13.0 fix, should you fly that radial into the VOR, or automatically turn south on the 11 DME arc? I've gotten various opinions on this from very knowledgeable folks.
