A collegue of mine, wants to have a SEP-rating in his JAA-license.

He did an exam and passed, but the Authorities won't give him his rating, because he does not have a National License, but a JAA-license. Because of this JAA-license, he has to fullfill the JAA-requirements, which is that he has to follow a modular course for a SEP-rating. If he had a National license, then the Authorities would have given him his SEP-rating, without any problems.

I asked the Authorities what the modular course contains of, so I can see if we fullfilled these requirement, but the Authorities don't know what the contents of a modular course is. I checked the JAA-website and looked for flightschools which give modular courses, but there are only flightschools who give modular courses for an ATPL or an IR. The flightschool where he did his training is not familiar with a modular course, even if the Authorities told me this flightschool gives modular courses.
Does anybody know what the requirement is to get a SEP-rating in a JAA-license, which is an ATPL-JAA-license?
