In the interest of safety the SLOP (1 or 2nm to the right) is a good technique to use in Somalia's airspace.

Agree but will not help much in this case as the illegal instructions to climb and descent might be to get you into a traffic same direction or crossing , last minutes visual of TCAS will help but in Africa not everyone has TCAS installed or working .
Wargner aircraft are known not to use transponder either..

As I have the misfortune to fly through that airspace at least four times a month: the giveaway is that in northern Somalia around Hargeisa you should never be able to reach anybody on the published VHF frequency, so if somebody does answer and claim to be Mogadishu, there's something afoot. Those with FANS CPDLC should only accept instructions through that, and the rest hopefully have SATCOM to call Mogadishu through one of the five (changes daily which one actually works) new published PSTN numbers. SLOP is a given, but maintaining a lookout is definitely a good idea as well. I had the misfortune of having to visually avoid an AMC Galaxy (Reach **) because they chose to fly around with their transponder off as well a few years ago...
