The 787 FCOM states:
If de-icing / anti-icing is needed: BROADBAND COMM switch ...................................... Off.
Why?
Protects the iceman from exposure to radio emissions!

Not sure, not familiar with Boeing.
Whats your wavelength and what is the limit of your near-field radius where humans should not intrude into?

I'm guessing this is for a Panasonic eXConnect Ku band setup - here's the old FCC paperwork for their ground and flight tests:

Doesn't take much to exceed safe (legal) exposure limits, especially when you're potentially above the antenna in a deicing vehicle... Same reason you're not supposed to have the weather radar on or transmit on HF with personnel nearby.
