The page below is extracted from EASY ECCESS RULES FOR AIR OPERATIONS (DECEMBER 2022 EDITION)
Search trough all docs (Ops manuals of different airlines), DOC 9976 and all web queries do not give me a clear idea how to use it.
Particularly, I am not sure how to comment word "Applicable" (highlighted).
Is it only for wind or for entire weather changes after change indicator (e.g. BECMG, FM.... , TEMPO)?

Why would it only apply to wind limits?

As far as I understand, it is the entire weather forecast and if there are exceptions regarding wind, there are mentioned.

".....initial part of the TAF should be fully applied, with the exception of mean wind and gusts that should be applied in accordance with the policy under column ‘BECMG AT and FM…’ in the table below"
is a little bit mind bending for me. Furthermore, at the following columns/ boxes, only Wind is emphasized
So I wanted to collect some comments from you fellows
