about item18 on ATC filing

Hi all, anyone can provide comments or references that if the ACFT is T1 (RNPAR) capable but the air crew training is not current. Can we still file T1 on ATC FPL? Or is there are other concerns with this item on ATC FPL such as ATS or aerodrome facilities? Thanks very much!

Any capability that requires state approval, such as T1, should only be included in the flight plan if the flight is capable of that capability. Operator, Aircraft, and Aircrew.
