CX Flights from LA and Toronto were found to have infected passengers on board 4 from LA and 3 from Toronto . Those destinations have been suspended for 14 days according to the SCMP
why is this Cathay’s fault ? And why are they being penalized

That is a mainland rule. In force over there since around September 2020.

This has been happening to every airline for the last year that had covid passengers but somehow its breaking news because its CX?

CX has had passenger flights cancelled before, eg MNL. The airlines are no longer allowed to bring in passengers on those routes for 2 weeks, flights without passengers can continue.

Is that the restaurant where one can sample fried bat wings and pangolin soup?!
