Can student fly Belgium aircraft solo?

Please could someone help point me to the correct source documentation - I can not find the answer to this.

The student holds a U.K. issued class 1 medical issued before 31 Dec 2020.
The aircraft is on the Belgium register.
The instructor holds a freshly issued Maltese part fcl EASA licence - Soli from U.K.
The aim is to supervise solo flight as part of a U.K. flight training course.

There is a difference of opinion as to whether the EASA instructor can supervise a U.K. student flying an EASA aircraft???
