Can anyone clarify this..?

Selected destination alternate has a CAT I ILS therefore NPA minima apply at the planning stage. Is it acceptable to use LOC (GS Out) mins?

OM-A states that LOC only can be considered NPA, but I'm not sure if this is only applicable when deciding available approach, or can it also be used for 'next one up'?

PLANNING MINIMA FOR ALTERNATE AERODROMES
Non-precision minima (NPA) in Table 1 of CAT.OP.MPA.185 mean the next highest minima that apply in the prevailing wind and serviceability conditions. Localiser only approaches, if published, are considered to be non-precision in this context. It is recommended that operators wishing to publish tables of planning minima choose values that are likely to be appropriate on the majority of occasions (e.g. regardless of wind direction). Unserviceabilities should, however, be fully taken into account.

I guess my only reason for querying it is... If the ILS becomes unserviceable, it's unlikely that the LOC will be available. But then I suppose 'planning stage' is the key here.

Hi,

It can be the case that only the G/S fails so in that case the LOC only minima can be used for an NPA. (at EGBB rwy 33, there was a NOTAM for a while about drainage issues affecting the GP so only LOC was available)
But if you know that during preflight planning, then NPA RVR/VIS + 1 000 m /Ceiling shall be at or above MDH + 200 ft criteria needs to be satisfied. (from the same table as referenced before)

Altough if the ILS GP fails while you are on the way and you still have to LOC available, those minimas are applicable as you are now executing the flight.
