The Spirit Belfast plant?

Appears to be under control now, but substantial damage, if you see some of the pictures from the scene on Twitter. It is NOT the A220 wing facility, but rather within the main plant. Seems to be an area that paints / treats finished components. Not good at all...but hopefully recoverable in time.

Does Spirit own the entire facility or simply a portion of the facility?

(ie will this affect wing production)

I don't believe the deal to sell the plant from Bombardier to Spirit has formally "closed" yet; when announced (in Oct last year) it was stated the deal was "expected to close" in the first half of 2020. I don't believe the deal has in fact closed yet, so it's technically still Bombardier's plant, not Spirit's yet.
