Can someone tell me if there is a standard definition of exercising the privileges of an ATCO licence? Does anyone have a reference for any definition?

340 tells you what the privileges of the licence/rating and rating endorsements are (I. E. What you're permitted to do with it) and if you're doing one of those things then you're exercising the privilege.
You then have a conversation about what is "effective" currency vs just sitting in the seat and this should be addressed in the UCS
