I have noticed that there are no aircraft flying over a fairly large part of Eastern inland USA near the WV, OH, KY border.

This appears to have been happening for several days so is probably not weather related.

Does anyone know why this is?

Might be the U.S. National Radio Quiet Zone. (https://en.wikipedia.org/wiki/United_States_National_Radio_Quiet_Zone)

The location seems about right, but I do not know about restrictions to air traffic.

Center shut down for cleaning:The Indianapolis Air Route Traffic Control Center on the grounds of Indianapolis International Airport was closed overnight following a positive test for COVID-19 was reported from an air traffic controller assigned to the facility. The FAA temporarily closed the facility for cleaning, affecting the entirety of Indianapolis Center's airspace which includes parts of Indiana, Ohio, West Virginia, Virginia, Illinois, and Kentucky.
