Some airlines require UK issued full EASA ATPL as a criteria to fly for them. If I were to get my licence in Eastern Europe, what extra would I have to do in order to join these airlines?

You can 'do' your flight training in Eastern Europe but still have the licence issued by the UK CAA. Otherwise it's a change of state of licence which at the moment is a paperwork exercise. At least until the 31st October.

Thank you very much. Does this require me to give a notice to the UK CAA before starting training?

The ATO will be best placed to answer that question. And Brexit may change things.

To be honest, the way things are looking, a UK ATPL license will only be good in the UK.
UK operators can still accept EASA state licenses for now.
