Can anyone tell me how to decode the US winds aloft report that is published in this style:

FT 3000 6000 9000 12000 18000
BDL 3620 0116+07 3312+00 3210-03 3232-15

My guess is that this means:

3000' 360@20
6000' 010@16 +7deg
9000' 330@12 +0deg

etc

Is this correct?

that would be correct.

Above FL240, the +/- sign will be omitted because above that altitude all temperatures are negative.

Then, if the reported level is within 1500ft of the ground, no winds will be reported. If it is within 2500ft of the ground, then no temperature will be reported.
