Can any kind soul direct me to a publication on how to do the above on an AIRBUS please.

Do you mean the datalink uplink delay? It is in the FCOM.

ATC COMM button on MCDU then select Connection and its on that page as Max Uplink Delay.

On the routes I fly the only ATC unit asking for that is NZZO.

Does anyone know why?

This is what I got from our FANS manual :

Transmission times for messages may vary for a number of reasons including the type of transmission media, network loading, or the criteria for transitioning from one media to another (e.g. VHF/Satcom). Operational response times may vary depending on workload and complexity of the instruction or clearance.

In short, it stops you responding to a message that has been held up in the system for whatever reason, beyond the limit entered.
