Looks like an "Aggressor" scheme.

F-16C of the 18th AGRS 'Blue Foxes' / 354th FW, Eielson AFB, AK. As already noted, it's an 'Aggressor', and wears non-standard camo...

Looks like the final reason not to buy Tamiya's 1/48th F-16 kit has just crumbled.

Colours are quite similar to Venezuelan F-16

What’s on the pylons?

Apart from AMRAAM, tanks and a sidewinder.

Range debrief / aggressor stuff? One looks like it has small lights?

Looks like a straight line version of the Vietnam era camouflage.

It is called BDU (Battle Dress Uniform) splinter.

There is also an Arctic and Blue Splinter scheme.

Buster, the USMC still operate a dozen or so F-5N/F as aggressors...
