Biz Jet holding (Possibly DET VOR) gear down

Sat in the garden at friends house this afternoon and we noticed a Biz Het holding with gear down for around 1/2 hr possibly DET vor? Could it have had a gear problem or something? Or burning fuel to get below max landing weight? Curious as my non flying friend asked me and could only come up with a few possibles!
