For example, they state that drones won't be allowed to carry living things. However, operators with a special flight operations certificate can transport items like explosives, weapons or ammunition.

Oh, bugger! The barstewards now want a Special Flight Operations Certificate to fly mine around my cottage with a 12-ga bear-banger :E on-board?!!! :{

So how are they going to enforce these regulations? I can see commercial operators complying. But is the average operator going to take a test so he or she can legally fly his drone if it's over 250 grams? I don't think so. Are they going to have TC inspectors driving around places where people fly drones? What if a person flies a drone on his property? Unless they change the law an inspector can't enter without a search warrant.
