CAP 371 is not published by the CAA on their website. You can order a copy from Documedia at this address (http://www.documedia.co.uk/popups.asp?SubSectionID=3.8&PubID=CAP371).
Alternatively, there is a FODCOM giving the proposed changes to CAP 371 here (http://www.caa.co.uk/docs/33/FOD200112.pdf) which gives the original text with changes in .pdf format.
