Is there an indication of when the latest amendment to the Aircrew Regulation, incorporating the proposed draft rules from opinions 05/2017 (https://www.easa.europa.eu/document-library/opinions/opinion-052017) and 06/2017 (https://www.easa.europa.eu/document-library/opinions/opinion-062017), will be in effect?

The latest estimate was Q4 this year so its imminent

The main question is will the published rule bear any resemblance to the opinions? It makes it very difficult to plan for anything when the final result is a complete lottery!

Does an examiner, before carrying out a proficiency check on a candidate seeking the renewal of UK-granted Part-FCL MEP or IR-SP-ME ratings, need sight of a Course Completion Certificate when the candidate presents a third country licence including valid equivalent ratings? Point 2.2.2 of the UK Flight Examiner's Handbook, on an unrelated issue, indicates these certificates are not always mandatory.

The derogations approved in Commission Decisions 2014/69/EU (https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX%3A32014D0069) and 2014/425/EU (https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX:32014D0425), essentially allowing these renewals to be treated as revalidations, will be worked into the new Aircrew Regulation as notified under Opinion 05/2017 (point 2.3.2 and summary of FCL.740 on p 15). The relevant points FCL.625(e) on page 38 of the draft rules (PDF (https://www.easa.europa.eu/sites/default/files/dfu/Annexes%20to%20draft%20cover%20regulation%20%28proposed%20dr aft%20rule%20text%20resulting%20from%20both%20Opinion%20No%2 005-2017%20and%20Opinion%20No%2006-2017%29.pdf)) and FCL.740(b) on page 43 are quoted below (emphasis added).

(c) Renewal

If an IR has expired, in order to renew their privileges, applicants shall:

(1) go through refresher training if deemed necessary by the ATO, at an ATO to reach the level of
proficiency needed to pass the instrument element of the skill test in accordance with Appendix 9
to this Annex (Part-FCL);

(2) pass a proficiency check in accordance with Appendix 9 to this Annex (Part-FCL), in the relevant
aircraft category; and

(3) hold the relevant class or type rating unless otherwise specified in this Annex (Part-FCL).

(d) If the IR has not been revalidated or renewed within the preceding 7 years, holders will be required to
pass again the IR theoretical knowledge examination and skill test.

(e) Notwithstanding the requirements in points (c)(1) and (2) as well as (d), holders of a valid IR on a pilot
licence issued by a third country in accordance with Annex 1 to the Chicago Convention shall for the
renewal of their IR contained in their licence issued in accordance with this Annex (Part-FCL) pass a
proficiency check in accordance with Appendix 9 to this Annex (Part-FCL).

(b) Renewal

proficiency necessary to safely operate the relevant class or type of aircraft except if they hold a
valid rating for the same class or type of aircraft on a pilot licence issued by a third country in
accordance with Annex 1 to the Chicago Convention; and

(2) pass a proficiency check in accordance with Appendix 9 to this Annex (Part-FCL).
