Bring in an outsider (foreign or a consultant)
Get them to do all the dirty work - like making people redundant.
When he's done that - fire him and apologise to the workforce.
Bring in another soft local to restore harmony.
It's a corporate SOP.

Well Mr. Smith is COO at AC so if he has the smarts that go with those jobs he'll have some air-tight contract that will see him rosy whatever happens..
