what does it provide data to the air conditioning system to operate the right ram air actuator for?
2.Speed brakes do not arm
there is a MEL weight restriction at the planning stage but why no weight restriction in the inflight situation (NNC) or non normal configuration landing distance table?

PH: For Speed brakes do not arm; there used to be an adjustment hidden in the small print of the QRH NNC tables. Perhaps it still there. It could be a weight or distance penalty. I've not access to a current copy, but read all notes carefully; perhaps it is still there.

The weight restriction is for RTO scenarios.
