1.For the minima from the below's example we set RA. Why the RA is not the same as DH?

2.At LRCL, VOR app has no minimums:

Why is so? Shall we use the circle to land minimums instead?

Because the surveyed terrain at the DA point is lower than the TDZ elevation.

2.At LRCL, VOR app has no minimums:
Many approaches don't have straight-in minimums because they don't meet requirements for straight-in minimums. So, you use the circle to land minimums. Perhaps you have to circle, perhaps you can land without circling.

Have just another question: why on NPA charts some approaches uses Apt Elev and Rwy:

and some uses only Apt Elev:

For precision approaches Rwy is always used for minima calculation. But pictures above confused me for non-precision stuff.

For straight-in minimums, precision or non-precision the Touchdown Elevation is used. For approaches with only circle to land minimums airport elevation is used.

I do still have a question about one app chart which has only circle to land minimums, but has also an rwy elevation of 1037', written below apt elev of 1039'. The actual rwy elevation on rwy 07 is 1039', so where came this figure of 1037' from? I have attached the charts below. Thanks

The 1,039 is the approach end of the runway not the touchdown elevation. Check the RNAV straight-in IAP.
