I wonder what the bolded statement means:

“First, the Amendment to the U.S-EU Aviation Safety Agreement enables the FAA and the EU to finalize arrangements for reciprocal acceptance of approvals associated with Flight Simulator Training Devices and Pilot Licensing.”

So is this the first step in establishing license reciprocity ? Why is there an "urgent need" for private pilots to transfer skills "between authorities" ? I must be missing something here.


“In particular, there is an urgent need to allow private pilots to easily transfer their existing skills between authorities without undue burden,” Bunce continued.
