Student does 50 hours over 10 years. 20 odd last 12 months.
Ground exams done last 12 months for 2nd time.
Skill test done late last year.

Initially CAA won't issue licence, reason can't accept hours done before April 2012.
But cough up £53 plus srg form and hours accepted.
But skill test refused, has to be done again.

Can anyone whittle down the exact wording of the regulation the CAA are using to refuse the skill test.

Have been pointed to Article 14 of REGULATION (EC) No 216/2008. But where do you start.
Are we supposed to ask for the hours exemption before skill test?

I would say "Yes" as a candidate has to have completed everything necessary for Licence issue before being tested.

Until the exemption was issued a candidate would not have completed the required course of training. Who issued the 'Course Completion' Certificate?

The above, obviously, a paperwork exercise in this case but....
A candidate would not be too happy to have taken, and paid for, a test to then find an exemption would not be issued for some reason.

Hence the requirement on ATOs/RFs and Examiners to ensure any candidate has completed all required training prior to test.

Have a look at CAA IN 2016/053 (IN-2016/053: Acceptance of Training Gained Prior to 17 September 2012, Before Proceeding to a Skills Test (http://publicapps.caa.co.uk/modalapplication.aspx?catid=1&pagetype=65&appid=11&mode=detail&id=7429))
Once stude has completed all trg elements and ready for Skill Test, apply for derogation with fee, and you will have two months to complete test. Its a one off and there is no further extensions possible.

The whole lot is a crock of crap, who comes up with this stuff.
Someone on five times my wage.

Do these people live in the real World.

Just realised who these people are, former computer programmers..if it ain't broke, brake it.

Note that the 30 Sep 2017 date in IN-2017/02 is the absolute end date for acceptance of training conducted before 17 Sep 2012 and that it will not be extended.

The only solution for pilots unable to complete the Skill Test before 30 Sep 2017 will be to apply for an NPPL. But that will have to be obtained before 8 Apr 2018 if it is subsequently to be converted to a Part-FCL LAPL or PPL in order to fly EASA aircraft...
