Was wondering for the B777 Stabilizer recall actions:
"1. STAB cutout switches (both) . . . . . . . . . CUTOUT
2 . Do not exceed the current airspeed."

What is the reason for not exceeding the current airspeed?

And what if you encounter this EICAS during a Go-around with a low speed and for the approach your Vref is more than the speed you encountered the STABILIZER EICAS.

The assumption would be that the stab would be in motion, retrimming as the aircraft accelerates. When the failure occurs, the stab would be trimmed for that speed at the time of failure. Presumably any further speed increase may have adverse effects on the elevator authority.

Lack of nose DOWN elevator authority if speed is increased...
