Do cargo operations have different weather minima to commence an approach?

Without naming any names I was surprised to see recently a couple of cargo aircraft (one was B767) conducting an approach (and successfully landing) when the RVRs were in the order of 300 metres off a Cat 1 ILS whereas everyone else was diverting. This was in the UK.

LTS (Lower Than Standard) Cat 1 minima possibly?

Are you permitted to land Cat 3 from a Cat 1 ILS?

LTS allows Cat1 approach to an absolute minima of 400R, must be auto coupled to auto land, visual requirements per Cat 2. LVPs should be in force.

That would be the answer as ATIS stating LTS available on request.

So how do operators qualify to get LTS approval?

There's a big list of approval stuff to satisfy. I guess there's someone at CAA you talk to to get rolling but no idea of the details.

Some days RVRs can come and go. Perhaps they had the 550m at the 1000ft/OM so decided to have a looksey.

I know what you mean but in this case they didn't but I'm sure they were operating LTS Cat 1
