By definition a flight plan should be submitted when crossing a FIR.
When flying from the UK the two FIR's are considered the same. No flight plan is needed from one to the other. Only to a FIR outside the UK.
Is this always the case as in France there are 5 FIR's. So flying from a French FIR to another state needs a flight plan and not from one FIR to another. Why do we then use FIR's as a definition base? why not just state an international boundary and not use the term FIR.
