Dear all,
I am a flight instructor, with a UK issued JAA licence, and I stopped flying for 2 years, and back in the process of FCL.
All procedures for licence conversion and rating renewal / revalidation have a bit changed during the last years with the transition to EASA.
I currently hold then a UK CAA issued CPL (JAA), and I used to revalidate my SEP by experience with EASA examiners, non UK, but who attended the CAA briefing that existed before online, so non UK but approved by UK CAA.
I recently read that examiners holding Part-FCL examiner certificates issued by countries other than the UK are not permitted to endorse the certificate of revalidation of a UK-issued licence, unless specifically authorised by the UK CAA.

Endorsement of Licences by Examiners
Unless specifically authorised by the UK CAA, examiners holding Part-FCL examiner certificates issued by countries other than the UK are not permitted to endorse the certificate of revalidation of a UK-issued licence. Where the examiner notifies the intent to conduct a proficiency check or assessment of competence in accordance with the procedure under paragraph 4 of this Information Notice,the e-mail from the CAA confirming notification will include an authorisation permitting the examiner to endorse the revalidation page of the licence. This authorisation will be valid once only and will be for the specific renewal/revalidation of the qualification for the particular licence holder being examined. Where the non-UK examiner is not authorised to endorse the licence, the application for revalidation/renewal must be made to the CAA enclosing evidence of compliance with the renewal requirements.


What about the revalidation by experience ? As the examiner does not notify the revalidation by experience as he would do for a proficiency check, what happens then ?
Does the non UK examiner have to notify the revalidation by experience and then is able to endorse the licence ? Or is it mandatory for me to find a UK examiner ?

Additional questions :
I am currently in the process of converting my JAA licence to EASA licence, and I contacted CAA but I did not get any answer so far :
I have 2 expired ratings on my licence : MEP (2014) and IR ME (2014). Those ratings currently appear in the certificate of revalidation of my JAA licence.
I have as well FI IR / IRI and FI ME / CRI privileges in the Instructors Remarks / Restrictions section (my FI is current).
So my questions are :
If I apply for the licence conversion before I renew my IR ME & MEP, what about my expired ratings ? Will they disappear from my licence ?
Will I keep my privileges of FI IR / IRI, FI ME / CRI and night on the licence despite my IRME and MEP ratings expired, and be able to revalidate them once my IR ME/ MEP will be renewed ?

I know those are a bit tricky questions…

You will have to renew at least one of your class ratings, by LPC. (Although your FI is current, if you haven't flown in two years your SEP will not be) In order to do this, I believe you will have to apply to a UK Head of Training to assess whether a training minimum is required before that LPC.
The UK CAA will not issue an EASA licence without at least one class rating being valid, in addition to some other requirements. Any expired ratings will go on the "back" of your new licence when issued.

If I apply for the licence conversion before I renew my IR ME & MEP, what about my expired ratings ? Will they disappear from my licence ?Yes. Anything that is not current will go on the back and then you will have to pay for the re-issue of each and every rating when it is put back on the licence.
I know those are a bit tricky questions…No, they are quite straightforward, so renew everything before any licensing action by the CAA. As you have a JAA licence, it is automatically an EASA licence, so all you have to do is have it re-issued at the 5 year point with all the relevant ratings current.

Actually, my SEP is current. Only my IR and IRME are expired. I have to convert my licence to EASA before I can renew them, that is why I asked you those questions. I know it will be additional fees to do it afterwards, but my licence expires in July so I have to start the process of conversion.
Additionally, do you have any idea about my FI privileges ?
Will I keep my privileges of FI IR / IRI, FI ME / CRI on the licence despite my IRME and MEP ratings expired, and be able to revalidate them with my FI revalidation (once my IR ME/ MEP will be renewed) and get my licence endorsed by the examiner ?
Or will I have to go through CAA process again for that ?

Whopity, I agree that the examiner notifies the CAA the revalidation by experience. I meant notify it before endorsement of the licence.
I understood that now the examiner has to get the approval from the CAA to do it. Am I wrong ? What is the way to do it for a non UK examiner, sending an e-mail just like for a proficiency check ?

I have to convert my licence to EASA before I can renew them,You do not have to convert a JAA licence, it is deemed to be an EASA licence, you just need to have it reissued in the new format. You do not have to have it reissued before you pass a ME prof check and IR however; that will require a Certificate of Course Completion from an ATO.

If your FI is current it will remain on your licence, if it has expired it will go on the back and you will need an Assessment of Competence plus a Seminar to renew it. Again you can do this before having your licence re-issued.

Under EASA, a non UK Examiner cannot sign for your SEP revalidation by experience, so don't ask, find a UK Examiner or now a UK FI with FCL-945 privileges, to do your hour with an instructor and sign you off.
