Why are all the passengers wearing surgical masks in the terminal?

Its Japanese culture to wear masks if you have a cold, to prevent other catching it. More a politeness thing that actual prevention. You would see it often in the street in winter.

Doesn't seem to be much future in trying to go anywhere except back to the terminal in conditions like that though, does it?
