Looks like a runway state message for a clean runway with braking coefficient of 65.

From position in the Metar I suspect it is runway visibility, but haven't seen so many zeros in that. Runway conditions would usually follow behind NOSIG.

Hi all;
It is a snowtam that can be read as follow: rwy designator/0(type of deposit)0(extent of contamination)0(depth of deposit) and last 2 digits are the braking action and in this case are good.
