On some new models of A320 the "After Start actions" of the PF are as follows:
ENG Mode Selector -- NORM
APU BLEED pb sw --- OFF
Eng ANTI ICE pb sw --- OFF
WING ANTI ICE pb sw -- OFF
APU MASTER sw -- OFF
SEC 1 OFF then ON
SEC 2 OFF then ON
ECAM STATUS- Check

Why is the new procedure of SEC 1and SEC2 OFF then ON introduced?

SEC Hardware C - Elevator Position Monitoring Issue could be a reason as per TFU 27.94.00.030 from technical side.

The applicable OEB is #50 and is due to a new SEC hardware standard . The resets ensure full functionality of the SEC.

Indeed. We just got that OEB last week.

If I understood the "Notification of a proposal to issue an AD", from EASA dated 27/8 2015, correctly then the effective date of this AD has not yet been published. The document indicate that effective date will be "[TBD: 7 days after Final AD issue date]".

In other words, as I read it this AD is not yet in effect but the QRH has already been updated to include it.

What's your take on this?

The OEB states that after starting both engines reset SEC 1 and 2 individually to ensure full functionality.

My question was not what the OEB instructions are but whether or not it's actually an active and mandatory procedure yet considering my post above.

Upon seeing the thread title, my joking response was "Reset x computers":}

The resets are due to the new transducers updated on the SEC.
Earlier it was issued only for the newer generation Aircraft although after closely examining the maintenance procedures which allows all SECs to be used and switched universally between all A320 family variant the directive is to apply the OEB throughout.
