MNPS airspace position reports in climb/descent

Heard something the other day that needed discussion.

Rt call in MNPS airspace in the climb. Do you give your level passing, cleared level at the fix or at time of transmission. Remembering time of transmission could be delayed due unable to transmit, busy frequency, wrong Hf frequency.

ADS-C reports leaving, and arriving backed up with CPDLC confirmation of level.
