The FCOM states a two stage procedure for setting initial thrust for a >20kt crosswind take off. This is initially to set 1.05 epr and then 1.15 epr and finally to FLX or TOGA. What is the reason for this? On an IAE aircraft you are close to the KOZ between 1.05 and 1.15 epr and the fctm does not mention it for our IAE A321s, though it does describe the KOZ.
Would any of you be able to give an explanation please?

May well have to do with straightening the airflow in the engine inlet. A crosswind may cause eddies on the upwind side of the intake that result in stalls on the compressor. A slower spool-up will give the airflow time to settle.

It only appears to be an A320 restriction though.
