what is the correct format to give time format in radio calls ? (position reports)

hour minutes
or
minutes only

Most people practice minutes on VHF and hours minutes format on HF, however occasionally I see and I am told otherwise.

Any references please.

I am aware that the Jeppesen's say hours and minutes only when making a special air (met) airport but it seems to be common practice that all HF reports are hours and minutes but I cannot find any reference to this.

Annex X, Vol.11 for the general principles and the ICAO RT Handbook for examples of usage.
See also UK CAP 413, which is generally a reproduction of the ICAO handbook.
In short, you only use the full hours and minutes if there is any chance of confusion.
