Departing KUL a few months ago there was no requirement to remove laptops/iPads for separate X-ray at security. It was also permissible to take bottled water through screening which given the heat/humidity was welcome.

Who defines what has to be screened where? Departed MAA recently and screening is among the tightest I've experienced recently, AMS and its X-ray requirements are also fairly aggressive.

It was like that over 2 years ago when I went through with family... laptop stayed in hand luggage, and 500ml bottles of water carried through OK, as you say - very welcoming.

OTOH they picked up a small pair of nail scissors in other half's handbag that she had forgotten about, whereas security at LHR outbound didn't detect them.

I don't see how you can hijack a plane with a bottle of water, so it looks like common sense to me to allow people through with drinks that look like they have been bought legitimately for human consumption

^^ You obviously never read about the foiled liquid bomb plots planned by Al Qaeda.
You may not be able to hijack an aircraft with liquids but you can make one go bang with certain types. Terrorism develops and moves on.

In answer to the OP, ICAO annex 17 sets a (fairly low) baseline worldwide standard, national or regional authorities may then set more stringent measures as they wish. Countries like Australia, Canada and the US set quite high standards in their own national programmes. In the EU there is also stricter legislation and then some member states (for example the UK) also choose to add in their own MSMs.

AMS agressive ? What on earth are you hiding in your hand luggage ?

I've been there a couple of times recently and its been smooth and painless. In and out of X-ray within 5 minutes.

AMS is the only airport so far I've been through where they want to X-ray your chargers as well, thorough yes, carried out pleasantly yes, aggressive from a process point of view.

Laarbruch, thanks for the pointer to annex 17, I see now where the variances in approach for implementation comes from.
