Delays in Poland FIR

Hi there,
anybody knows what is the reason for such a many delays and slots for flights across Poland FIR?

Slots are issued mostly by: EPWC28, EPSE28A, EPSE28E, EPT28M, EPG28, EPD28.
Reason: Special event enroute

Actually almost all aircraft recieve slot from requested EOBT up to 2 hrs after EOBT.

New ATC System. Restrictions due to go on for some time.

As mentioned, it is for the introduction of a new flight data processing system in the en-route centres.

Delays are foreseen until May '14, however if all goes well you might well see a rapid lifiting of said slot restrictions.
