Hopefully and easy one to answer!!

Can the Skills Test be part of the 45hrs to get a ppl or does one have to do 45hrs before the test?

It looks like it can be part of the 45 hours.

You must have completed 45 hours of flight time to apply for a JAR-FCL PPL(A). The skills test cannot be taken until you've completed the required training and passed the theoretical exams (see part 4), but the required training only adds up to 35 hours (25 P.u/t, 10 P1 of which 5 nav - see part 2). As far as I can tell the other 10 hours can be anything, potentially including the skills test.

While it is the case that one can sit the test after 35 training hours, one should remember that the experience, confidence and proficiency gained in the remaining hours can greatly increase the ability of the candidate to perform well under test pressures.

If one has reached the required standard after 35 hours, the remaining 10 hours cauld be used to;

a) Gain a night qualification; and
b) Gain further experience

so that the test can be completed in the last few hours of the 45 minimum required for the grant of a PPL.

In this case you get a PPL and night qualification at the same time. A saving overall.
