Can someone let me know what operators are able to handle this request. (private charter) - Not interested in brokers, we are looking to ACMI the flight

Surely you'd choose a North American company, all of these British airlines would have to position out there in the first place adding to the cost???

From first hand experience of Ukraine being one of the most corrupt nations on earth can just anybody get traffic rights in/out of there without paying appropriate, and significant, "back handers"?

Would have suggested Aerosvit on their KBP/JFK/KBP schedules but they went out of business a while back.

Your post suggests you're just moving people in one direction thus you're going to be paying for significant empty legs, probably cheaper to move the 400 on various scheduled services such as KLM, Austrian, Lufthansa, Swiss, BA, Turkish, Alitalia or whatever ... unless there just happens to be an idle B747 sitting around Kennedy Airport doing nowt else. :)

It is round trip; thank to those that provided useful answers. Serious, nah I just like to come on once a year and ask questions about chartering aircraft. And yes, it would need to be a North American carrier.

I don't mean to get you agitated, I'm just curious as to why you want to get 400 people from JFK to Kiev?

ps Did you get your 737 that you were looking on these forums for last year?

Why do I need to fly 400 people to JFK to Kiev? Because a boat takes to long and they need to return to work the next week.

The trip last year went thank you for asking.

It's gonna have to be a US or Ukraine registered aircraft to get permits, unless none are available to object.

For 400 pax, you're gonna be looking at a 747 I'd guess. Delta, United & Atlas(Sonair) might be suitable and all have experience with charters, in addition to those carriers mentioned above.
Hate to think of the cost though...
