below R400 they should be, you dont want rwy incursions, and the Localizer signal should be protected for departure guidance in case of loss of visual cues.

You can do a LVP take off in Cavok if you wish..depends how smoky your flight deck is:E
Have a look at the -9 Jepp chart. In the Take Off Minimum block It will always say that LVPs must be in force below 400M
