Creating MEL

Dear all,
I would like to know the steps in creating the MEL.

I know the the MEL is generated from the MMEL.
from the MEL we can see under each chaper the itme , number installed and the remarks. Then after each item 3 points needs to be written
1. Placard
2. Operations (O)
3. Maintenance (M)

My question is: Where do you get the information for the correct placarding?
also where is the Operations (O) and Maintenance (M) procedures come from?

The placard is usually a sticker that sits adjacent to, or covering, the dud item or its control. It will be yellow or orange and the person who applies it will write the MEL reference numbers on it. There is a standard ATA numbering system. The MMEL will have this in the index.
Company differences will depend on the Maintenance Manual and local regulations. For example, the MMEL may require one landing light but the local regulation may require both for night flight, or none with a restriction of daylight only etc.
The MEL must be negotiated with your local authority and you will probably have to show equivalent level of safety by some alternative procedure or restriction to get any reduction from the MMEL.

Hope the links work, and CAP 549 is a good guide as to structure etc. - haven't included the link to the MMEL for the 7X as sure you can hunt that down - noticed that actual aircraft manufacturers often have useful guides for (O) and (M) procedures, might be worth looking on their relevant websites and seeing if you can get hold of them.

Dassault publish a Manual "Maintenance and Operating Procedures" to support the MMEL, the manual to support the 7X is DGT106044 Revision 8 dated April 30, 2012 you will need to edit this to comply with the State of Registry requirements.

Another source of information is TGL 26 (JAR OPS) guidance for MEL Policy,
