Regaining an ATPL post medical layoff

Hi, I am currently trying to regain my class 1 which was taken away in 2006. I did my IR in march of 2005 and have been trying to make head or tail of the new EASA rules. My question is, do I have seven years from when the IR expired or from its issue? If the latter I guess I would have to do my whole license from scratch, with the whole cost. Appreciate any advice.

The regulation states:(d) If the IR has not been revalidated or renewed within the preceding 7 years, the holder will be required to pass again the IR theoretical knowledge examination and skill test.
