A bit out there, I realize ;-)
The standard departure from Bora Bora airport (French Polynesia, controlled by French ATC I assume) takes aircraft over a populated area. A 20 degree left turn would solve the problem with minimal impact to departing aircraft. Any idea who a request for such a departure procedure should be directed to in the French system?
