Hello

I recently started working within an European aircraft manufacture. Once we had a delivery for non- European carrier. That day, one new legislation mandates all aircraft that are flying in Europe to update its TCAS software from Version 5 to 6 I believe. The delivery crew was really hectic to get the one-time exemptions from all the European countries' national authorities that this aircraft (which does not comply with the new TCAS regulation) will overflown.

My concern is how would any country checks if the aircraft that overfly its territory is in compliance with its national safety regulation (if it has more than what ICAO minimum standards requires)? who does take care of that? what document should the aircraft operator check to have what is required to overfly one country?
