PAY FOR WHAT??!!

hey guys

alright,soo i have this question that...well...confuses me...ive read articles in magazines that planes have drifted off into controlled airspace and have recieved a "bill" in the mail for this...also,for example,when i was looking under ATC HUMOR,an aircraft bounced about three times on a touch and go,and atc said,"XXX would you like me to bill you for one landing,or three."so i presume that when an a/c does a touch and go,he gets billed for it.
so some questions...

1)if i own an a/c eg.[c172] and i have my own hanger at the airport,everytime i want to do a few circuits,i have to pay for every landing?
2)same thing as above except if i do it in a helicopter [eg R22].
3)if i fly in controlled airspace eg.[ARTCC] and i am speaking to atc because i have requested flight following.

if i do any of those things,I WILL GET BILLED?

also,does an airchool pay for all these things as well even though they are an AIRSCHOOL?

In many parts of the world, airports and ATC are becoming more commercialised and this usually means that each user pays for what they use. If you think about it, providing an airport or an ATC service costs a huge amount of money and someone has to pay for it all. In some places these services were viewed as part of the transport infrastructure provided by the State and paid for out of general tax income. As things become more commercialised the aircraft operator generally gets billed for the services that they use.

There are many arrangements between these two extremes where some things are provided by the State or by the airport for general use and without specific charges being made.

At airports things can get more complicated because they might generate income from 'non-aeronautical' activities - these usually come from retail and car parking, for example. Sometimes these income streams are used to reduce the charges to aircraft operators (sometimes because politicians put a limit on what can be charged for the aeronautical activities).

On your specific questions, if you base an aircraft at an airport you'll have to pay for it - even if you own the hangar you'll have to pay rent for where you build it. More usually you'll pay/rent hangar space from another company who, in turn, will pay the airport. The only way out of this is usually to buy the airport too!

Most airports charge for each landing (and sometimes for the use of the navigation aids if the aircraft makes an approach using instruments). If you base the aircraft at that airport you may get a discount on the landing charges although this is only likely at quiet airports. A helicopter is just another aircraft and so gets billed for using the airport if it lands (even if it doesn't use a runway). Landing charges are usually based on the weight of the aircraft in some way.

Much the same system applies to ATC, if you use any services you might get charged. In most cases this will be based on the cost of providing the service but for 'simple' services like flight following it often costs more to bill and collect the charge so in many cases for small aircraft flying at low level there is no direct charge - although if you land at an airport and they're going to charge you a landing fee, they'll probably add something for the air traffic services that you used top get there.

Flying schools pay charges too - but often negotiate a bulk discount where they can.

thanks spitoon..i didnt really know that an aircraft doing circuits thats based at that airport gets charge.nor did i know that if you use instruments,you get charged.
