I presume you are referring to weather station symbols. If, so then this (http://weather.about.com/od/imagegallery/ig/Weather-Map-Symbols/Weather-Station-Symbols.htm) may help.

Long ago the US Weather Service and FAA used O for clear, the O with one vertical slash in it for scattered, O with two vertical slashes for broken, the O with a + in it for overcast and the O with an x in it for obscured. There was no "few" in the SAs. Is that what you're asking? Even earlier you didn't get a direction with the wind, just one of 8 arrows on the teletype.

Just to tack this on somewhere, here is a METAR from EHAM today, January 21.

EHAM 210955Z 10010KT 2900 BR FEW006 BKN007 BKN011 M02/M03 Q0997 R18R/2///95 R18C/550294 NOSIG

Could and would anyone please be kind enough to explain the correct significance, if any, of the references to R18.

Thank you.

Could and would anyone please be kind enough to explain the correct significance, if any, of the references to R18.I think it's MOTNE code for runway surface conditions - slightly modified because of the centre runway. It's been a while since I did them but, if I'm right, from memory it means

Runway 18R surface wet or water patches, no report of extent of contamination, depth of contamination not significant and good braking action.

Runway 18 C wet snow, quarter to one half cover up to 2mm deep with medium/good braking action.
